Pedestrian Safety in Rural Areas

I get that some areas of town get to remain rural, but what about the safety of pedestrians when there is little to no sidewalk!
A good example is Pecos between Warm Springs and Sunset.

We talked yesterday about Spencer Street, and the plea from one neighbor to turn it from a dirt road into a real road.
But his neighbors wanted to keep that rustic feel, and I found they’re legally allowed to.
Then, Walter said “What about Pecos between Warm Springs and Sunset?”
It’s also a rural area, but the viewer said without a consistent, built-out sidewalk – it makes it difficult and and unsafe to move about on foot.
I found this stretch of Pecos is also a neighborhood preservation area.
There’s no curb, no streetlights, and little sidewalk – because that’s how these neighbors want it.
I asked Clark County if they could step in and install a sidewalk for pedestrians, but any changes in this area would be the responsibility of the adjacent property owner.
And since the homeowners here have gone through the process with their town board and stakeholders to get that rural neighborhood designation – they have made it clear – some areas will just stay this way.
In this case….sidewalk-free.
