Please take people on a refresher course about what to do at an intersection when the traffic lights go out.
I think you’re supposed to treat the light like a 4-way stop sign. I saw numerous drivers roll on through the light at Maryland Parkway and Russell after last Saturday’s storm.

The storms last weekend took out many a traffic light, including Maryland Parkway and Russell, and your are correct Glen, the law says that downed intersection becomes a 4-way stop until power is restored.
When this happens: slow your vehicle when approaching the 4-way stop, and since traffic light intersections have crosswalks or painted markings on the road make sure to stop at the appropriate lines.
And…..stop your car completely! Use the brakes and let the car rock back.
This means that your tires are not moving, and your car is not rolling forward. Look at the other cars.
Vehicles leave the stop signs in the same order in which they arrived. The first car to arrive at a complete stop, is the first one to leave and drive on through.
If more than one car arrives at the same time at the 4-way stop, the motorist farthest to the right is allowed to leave first.
Also, kick in some common sense – when drivers are unsure sometimes a hand wave or common courtesy can go a long way in getting everyone through safely.
